Pseudomerge of TrigEgammaRec from 21.1 to master

This is merge request to pseudomerge TrigEgammaRec from 21.1 into master. Note that GSF code preparation is removed.

Also isolation was restored back, but as no decorateparticle methods available any more in Tracking and Calo isolation Tools, the result of isolation is shown in DEBUG, but may not be passed successfully to the hypo in next step...

This is not critical as TrigEgammaRec is to be phased out

Successful ppv7 build test. Results in my public:
