Fix test_MC16a_Digi_tf_configuration unit test after updates in !21245

Merged John Derek Chapman requested to merge jchapman/athena:FixDigiConfigurationUnitTests_master into master

!21245 (merged) dropped the RndmEngine property from the CSC, MDT, RPC and TGC PileUpTools so test_MC16a_Digi_tf_configuration.py has to be updated to reflect this.
