ISF_GenParticleInteractingFilter configuration should expect values from
the specialConfiguration metadata dictionary to be python strings, so eval
is used to convert to the required type - list in this case.
Updating preInclude.Monopole.py and preInclude.Qball.py to match the
behaviour of populating the dictionary from input file metadata when patching
the metadata at runtime.
Should fix issues seen in ATLMCPROD-6719.
