Added TrigCaloDataAccess new JO config file + test +minor fixes

This MR adds a configuration file that configures TrigCaloDataAccess svc in New JO style (i.e. using accumulator) For now it also configures LArRoI_Map tool, but that will hopefully be moved to the right place. Tagging @wlampl on it. Minor fixes in the c++ code were made because there were uncehcked status codes (not sure why they were not seen before). Tagging @damazio, it needs his approval.
