LAr FEB reader conditions algo

Pavol Strizenec requested to merge pavol/athena:LArFebReaderCondAlg into master

This is to remove old tool LArFEBConfigReader, and replace it by new conditions object LArFebConfig and conditions algo to fill this object. All clients I have found are migrated to use this new cond. object, and old tool is removed. Tier0 tests looks fine.
