Adding emu invariant mass/DR algs, fixing ATR-18815

Fixing ATR-18815. Implementation of L1Topo algorithms for items requiring invariant mass and delta R cuts. As requested here https://its.cern.ch/jira/browse/ATR-18815 two algorithms are implemented, with one of two list of input TOBs.
