22.0-unit_tests-IOVDbSvc

Synchronised test for IOVDbSvc with that introduced in 21.9 to enable results comparison. Through comparing the unit tests output, found and fixed a (small) bug in IOVDbFolder regarding the counting of the amount of data downloaded. Removed a potential bug when running multi-threaded by ensuring that each test on IOVdbSvc uses a different database file, and amended the job options accordingly.
