Updating fJVT WP with new recommendations in TopCPTools

Updated JetForwardJvtTool setup in TopJetMETCPTools to have the option of tight WP. Added option additional option to FwdJetAndMET to use new tight WP and use with METMaker. Discussion in - ANALYSISTO-769.
