Rename SiLorentzAngleSvc package to SiLorentzAngleTool package (ATLASRECTS-4048)

Rename SiLorentzAngleSvc package to SiLorentzAngleTool package because SiLorentzAngleSvc was converted to SiLorentzAngleTool.
