Update syntax used by ITRT_LocalOccupancy interface class

Just making this merge request as the old-style syntax in ITRT_LocalOccupancy.h is getting in the way of some clean-up work that I'm doing. The merge request updates ITRT_LocalOccupancy.h to the syntax now recommended by Gaudi and as a bonus I've made related syntax updates to TRT_LocalOccupancy.h/.cxx.
