Remove bad chan legacy tool

Pavol Strizenec requested to merge pavol/athena:remove_BadChanLegacyTool into master

This is to remove the LArBadChanLegacy tool, and migrate the HLT client to use the proper Masker tool. It is not private tool yet, but I expect, that HLT code will soon migrate, to use the private tools.... Standard T0 tests runs fine.
