21.9: Change geo tags while memory issues in ATLITKSW-75 are understood
ART jobs are failing due to hitting memory limits since changing from 20-00 geo to 20-03. The latter should be the same geometry, just using XML downloaded from COOL rather than native to the release, so the reasons are not understood. This is being followed in ATLITKSW-75.
Reverting most tests to 20-00 so that we can still see the performance in ART tests, making a less crucial one use the 20-03 so that we can see if fixes are successful.
