Just making this merge request as the old-style syntax in ICscCalibTool.h and ICSC_RDO_Decoder.h is getting in the way of some clean-up work that I'm doing. The merge request updates ICscCalibTool.h and ICSC_RDO_Decoder.h to the syntax now recommended by Gaudi and as a bonus I've made related syntax updates to CscCalibTool.h/.cxx and CscRDO_Decoder.h.cxx.
