moved cache creators to the main branch of the CF

With this MR the IDC cache creator algs are moved outside of mainline reco algorithms configuration and are added to the top sequence directly. Tagging @abarton @markowen @smh @kjamrog This is a second attempt of !21457 (closed) in which I was not able to get rid of log differences.
