Updating 10% GRL for EXOT21

Sarah Whitney Ferguson requested to merge sferguso/athena:21.2-EXOT-2019-03-08 into 21.2

updating 10% GRL (this is the second attempt, now it is from the updated athena fork). This change to 10% GRL was discussed in the UEH meeting.
