Switch new jo to reentrant calo alg

Tomasz Bold requested to merge tbold/athena:switch-new-jo-to-reentrant-calo-alg into master

This MR switches NewJO test to the proper L2 egamma calo algorithm. The changes in ref. were looked at by @damazio and he thinks they are ok. It also eliminates one small mistake in TileConditions JO where LAr folders were set (incorrectly in fact). Tagging @damazio
