TrigT1Interfaces: Add unit tests for RoIDecoder classes.

Add unit tests for RoIDecoder classes (in preparation for making methods of these classes const). Also fix an apparent bug in JEPRoIDecoder::mEtSigThresholdsPassed: was returning the wrong vector variable.
