Delete TrigIDJpsi monitoring packages
The build of these packages in master was already disabled about a month ago via commit 3a9a625f. Now remove the code entirely from master. The code can still be accessed via the the history, e.g. https://gitlab.cern.ch/atlas/athena/tree/17452ea2532d3362d322cdaceabed0fa0b1c25ff/Trigger
