Switch off L1CaloHVScalesMonTool

This is to temporarily fix the problem in https://its.cern.ch/jira/browse/ATR-19528 by switching off the L1CaloHVScalesMonTool the job finish successfully.

This tool anyway needs re-write for athenaMT, so could be switched off for the moment I think.
