ATR-19544 Allow for missing inputs in RoIBResultToxAOD for L1C

This restores the R2 input handling logic as taken from https://gitlab.cern.ch/atlas/athena/blob/80bd40bd66775e8da26602c9fcf953148709d6d1/PhysicsAnalysis/AnalysisTrigger/AnalysisTriggerAlgs/src/RoIBResultToxAOD.cxx#L421

It fixes ATR-19544, but the test_run1_bstoesdaod_build.sh is not fully fixed as it then crashes later.
