NSWL1 Simulation updates / 2019
All off the changes include sTGC related stuff only :
- Removal of redundant class -> PadWithHits
- Avoid unnecessary calculations of global-local coordinates for wires+ pads in StripTDSTool
- Fixed strip + padtrigger matching
- StripSegmentTool now writes info for sector logic into storegate
- Propagate the necessary variables from PadTrigger upto Segments
- Updated joboptions NSWL1.py
