All off the changes include sTGC related stuff only :

Removal of redundant class -> PadWithHits
Avoid unnecessary calculations of global-local coordinates for wires+ pads in StripTDSTool
Fixed strip + padtrigger matching
StripSegmentTool now writes info for sector logic into storegate
Propagate the necessary variables from PadTrigger upto Segments
Updated joboptions NSWL1.py
