Extend ISF configuration to allow Quasi-stable particle simulation in ATLFASTII jobs

This merge request cleans up the PhysicsValidationUserAction and simplifies associated configuration. It then adds a new simulator configuration ATLFASTII_QS which allows quasi-stable particles to be simulated in jobs where FastCaloSim is run.
