Manual sweep of !22078 from 21.0 to 21.3 Add MC16 Simulation ART jobs

This merge request adds new Simulation ART jobs based on MC16 configuration. There will be a follow-up merge request which will migrate other jobs from MC15->MC16 configuration, but adding these tests first means that we should be able to ensure that other output-changing merge requests are not missed.
