Working towards a HLT-usable (CA) configuration for eflowRec

Several things going on here -- I could split them up if preferred.

• Fix some bugs (as noticed by @wlampl) in the topocluster configuration & its dependencies, including a partial fix for LArHVScaleConfig.
• Part of the previous: hacky fix for Tile conditions on MC.
• Permit disabling of electron/muon track matching in PFTrackSelector.
• Permit turning off all neutral PFO moments except for CENTRE_MAG (needed for vertex corrections).

This isn't quite right... The clusters look good on both MC and data, but I don't get enough tracks matched to clusters for some reason.
