Add EventInfoCnvAlg to AthSimulation Project

After the changes in !20912 (merged) it was found that Event/xAOD/xAODEventInfoCnv needed to be added to the AthSimulation project to prevent unit test failures. This package requires the Event/xAOD/xAODCnvInterfaces package, so that was added also. Some tweaks had to be made to the Event/xAOD/xAODEventInfoCnv to hide dependencies on packages which are not part of the AthSimulation project.
