Puts UserLimitsTool in G4AtlasSvc. This allows the user to set maximum step/track size, etc., in specified volumes.

Comes with one implementation: ReducedStepSizeUserLimitsTool, which aims to reduce the number of G4 exceptions reported in ATLASSIM-3969
