More pair_base dictionary fixes for InDet and MuonSpectrometer

Trying to make diff-root work in master again (and make Overlay CI pass).

Looks OK together with !22163 (merged).

Will help to fix ATLASSIM-4114 (at least partially).

There are still some issues related to pyroot i'm still working on.

ROOT runs into problems because it strips std:: qualifiers. It then tries to add them in later when a lookup fails, but it does that only for known stl types.

__pair_base is empty. I'm looking to see if i can hide it from pyroot.

Thanks for the input, interestingly enough it works without errors for InDet ...

EDIT: It seems that errors show up later in the diff-root stage. But at least it does not crash anymore (or maybe it's only me).
