Moving muon configuration files from TUT to TMMT

Moving muon code from TrigUpgradeTest to TriggerMenuMT (TMMT), documented in ATR-19561. Tagging @sshaw, @shhayash, @nakahama, @markowen for information and checks.

What was done:

• MuonDef.py was updated to reflect the configuration from TUT/mu.menu.py (there is flexibility for muon experts as to how to arrange the logic for chains)
• MuonSequenceSetup.py (former muMenuDefs.py) has been moved,renamed and checked for pyflake errors
• Moved MuonMenuConfig.py from TUT (new job config file -> tag @tbold)
• Updated SignatureDicts.py -> Please make sure that these chains are confirm with the Run-3 naming convention
• Added muon chains to LS2_v1.py
• Changes in TUT: update of references, change of imports and some naming changes
