Removed flag in the L2 Electron & Hypo hypos to potentially ignore previous decisions

Initially we thought we can have a special uses for hypos when they ignore previous dcisions. Now, this is considered not needed and actually danger. Also since these implementations are looked up as an example (we want to point to it in documentation), it is time to remove this flag to avoid confussion. JIRA ATR-18927 Tagging @tamartin
