Restoration of the MSonly chain monitoring in the TrigMuonMonitoring

Description

This MR includes the fix to the "histogram not found" exception reported in ATR-19435 and ATR-19400. We provided the temporary fix by omitting the MS only chain monitoring. In this MR, I was putting the permanent fix and restored the histograms of MSonly chains.

Validation

I confirmed that the following commands finished successfully:

asetup Athena,master,latest

source build/${CMTCONFIG}/setup.sh

RunTier0Tests.py
