21.9: update geo tag to one with CLOB associated, following fix for ATLITKSW-75

Update geo tag to one with CLOB associated, following fix for ATLITKSW-75 in !22221 (merged). Will now use (mostly) DB to define geometry, rather than local Xml. Remaining reliance on local Xml is being followed up in !22223 (merged).
