Updating tt+HF classification for new OTF PowPy8 ttbb(4fs) samples discussed in ATLMCPROD-7240

This MR is to update the tt+HF classification in the DerivationFrameworkMCTruth and the format that use this feature. The change is rather minimal: three DSIDs previously assigned to Powheg+Herwig7 ttbb (4fs) samples which were never produced are now re-assigned to the new OTF Powheg+Pythia8 ttbb (4fs) to be produced as discussed in ATLMCPROD-7240.

EDIT: I also added a few DSIDs for ttbar HT-filtered.
