One of the last missing pieces of the MT overlay infrastructure is xAOD::EventInfo overlay. This MR adds it and it bases on the current implementation of PileUpEventLoopMgr with the exception that we currently do not store subevents.

This MR also updates the overlay MT configuration to be up to date with recent developments. A test is also added for runtime testing.
