New config files for b-tagging
All Cfg() files written for new configuration
Make some tools used by bTagging private:
- InDetDetailedTrackSelectorTool.cxx
- TrackSummaryTool.cxx
- KalmanVertexOnJetAxisSmoother.cxx
- TrkVKalVrtFitter.cxx
BTaggingFlags.OutputLevel is not used in new config files (ATLASRECTS-2999)
Introduce popToolsAndMerge in ComponentAccumulator
Redesign AtlasExtrapolatorConfig.py
