Fix of Egamma monitoring and validation jobs

Fernando Monticelli requested to merge fernando/athena:22_TrigEgamma_PhysVal_fix into master

This is a final fix for ATR-17247. Am adding more logging info in the python configuration and fixed by:

  • Removing TrigEgammaMonTool from ToolSvc (provoking Can not append TrigEgammaMonTool (Public AlgTool) to a PrivateToolHandleArray)
  • Adding instance of LH tool for the HI medium selection.
