Propagate data dependencies of METAssoicator

Walter Lampl requested to merge wlampl/athena:MetAssocPrivate into master

Follow-up of !22432 (merged) : Add explicit declareProperty statements and simplify the retrieval of MetAssociationTools. With this change, the data dependencies actually propagate through the chain of METAssociation AlgTools.
