flag to tag bugged egamma candidate in mc16a/data1516

In mc16a / data 2015+2016, there is a bug in the satellite search when building egamma superclusters: for candidates that have energy in both EMB2 and EME2, a missing absolute value allowed to associate satellite clusters very far away from the seed. This impacts Missing ET and especially the one for pflow. This code decorates electron and photon candidate to easily spot if they are affected by the bug and veto on them (it is a kind of object quality flag)
