Make BCM_Tool and BLM_Tool private ToolHandle members of PixelDetectorTool

Left the InDetServMatBuilderTool ToolHandle as public for now, as multiple DetectorTools have a handle to the same tool in some upgrade scenarios. Also updated the syntax for all Handle configurable properties of PixelDetectorTool
