Update of the TrigL1CaloUpgrade package to speed up the eFEX algorithm

This merge request contains: -- A new isolation variable, REtaL12, measuring the isolation along eta not only using energy depositions in Layer2 (ECAL), but also energy depositions from Layer 1. -- A new method to retrieve SC from the container speeding up this procedure -- The rejection of seed SCs (according to their digitized energy) at an early stage of the clustering algorithm taking the noise threshold into account
