Add trigger selection functionality for DQ monitoring tools in new configuration framework (ATLASDQ-711)
Effectively implements a TrigDecisionTool creation method in the new configuration framework, until we have a proper one from Trigger.
Also take the opportunity for a few cleanups (e.g. move to new ComponentAccumulator interface)
