WIP: 21.9 Identifier Scheme
These changes are in preparation for running step 3.0 without layout translation - opening a Work-In-Progress Merge Request to allow easier commenting on changes by experts. The first commit is to skip service building which is a work in progress, so these changes are concerned just with the sensitive detector elements.
This can be run by taking the file from /afs/cern.ch/work/n/nstyles/public/RunUpgradeTests/RunUpgradeTests.py and running e.g. python RunUpgradeTests.py -ns for the simulation step. The reco test currently does not work due to further Identifier updates being needed.
