Adding EIL4 and EIL5 MDT chambers back into Run3 layout

Hi,

this MR adds back the EIL4 and EIL5 MDT chambers into Run3 layout. No matter if there will be 1 or 2 NSWs, all EIL4 and EIL5 MDT chambers will stay in Run3.

Adding @rosati, @wleight and @cchau who might be interested that with this fix, one can use the new test layouts of the MuonSpectrometer MuonSpectrometer-R.09.00.NSW and MuonSpectrometer-R.09.00.AsymNSW.
