Try to fix timeout issue of testSCTDecode.py.

• Reduce the number of events from 20 to 10.

• Change OutputLevel from DEBUG to INFO.

Also, SiTrackerSpacePointFinder is changed to be clonable and is configured in testSCTDecode.py.
