21.3 post proc update

The two post processing script for the trigger tests, TrigTest_CheckCounts.C and chainDump.py, were updated to deal with the new CTPEmulation output.

Tested with test_mc_pp_v8_build.sh and test_mc_pp_v8_enableL1PhaseI_build.sh
