Forces the ConfigurableBehaviourRun3 to be always set when working with the CA

Tomasz Bold requested to merge tbold/athena:CA-can-only-be-instantiated-in-run3-jo-env into master

This MR forces users to always set the Configurables behaviour when working with the CA. With @bernius we had few days debugging session to find out what is going only because the CA was filling the global top algs sequence (the flag was not set). I also flip the wasMerged but when the CA is merged with rec-ex-common config.
