Bdt in condition data

Emmanuel Le Guirriec requested to merge guirriec/athena:master-BDT-in-condition-data into master

The BDTs were build at each event from condition data (read from calibration file). Now the BDTs are stored in the condition store.

This MR should improve the btagging performances ATLASRECTS-4897. The memory leaks has not been checked with this new CO.

This MR contains minor fixes and configuration improvments

All T0 tests passed
