change default SCT_ClusterOnTrackTool ErrorStrategy to 2

The FTK SCT_ClusterOnTrackTool has been using "broad errors" i.e ErrorStrategy =0, this has now been updated to the ErrorStrategy used by the HLT an doffline tracking i.e. ErrorStrategy =2 and the tools renamed appropriately. I have tested by re-running a Trigger Reprocessing job. The effect of this change is very small. ATR-19602
