Migrate MuidCaloEnergyMeas and MuonCaloEnergyTool to CaloNoise CDO

Migrate more clients from legacy CaloNoiseTool to CaloNoise conditions data object. Along the way I started to tidy up MuidCaloEnergyMeas but quickly realised that this is hopeless. This tool needs a rewrite!
