Add new configs for egammaTrackTools and some TrackToCalo tools (ParticleCaloExtensionTool)
This MR adds new configs for egammaTrackTools and some TrackToCalo tools (ParticleCaloExtensionTool). These are still quite low level, generally configuring tools. Potentially @wlampl and @tbold want to look to see if the style is fine before these really get used. One thing I am doing is passing **kwargs to the main tool, and adding default instances of some subtools if they are not passed.
