Propagate stream decisions from input to output

Jack Cranshaw requested to merge cranshaw/athena:attlist_propagate into master

Check for stream decisions in the input attribute list and copy them to the output attribute list.

  • Controlled through OutputStreamAthenaPool.py
  • Default=OFF
  • Two new tests in AthenaPoolMultiTest
